LA City Council Member Richard Alarcon may be using a residence that is 
not his legal residence in order to qualify to be a city council member.

What is interesting folks is that this is the same Alarcon that would 
not show his energy bill when asked by NBC4 to check if he had been 
conserving water.

Maybe his water/energy usage was "too good"...none at all because he's 
not residing there.
